Each row is a separate route with its own observation history, so they fill in at different times rather than all at once. The thresholds are published, along with what the percentiles do not claim.

Observations are collected daily and the bands are recomputed nightly. The date under a figure is the date of the observation it describes, not the date the page was last rebuilt, which is a distinction most sites blur.
